For the past years (from 2005 to 2010), the Gross Domestic Product (GDP) has obtained a fairly high growth rate and reached at 11.15% averagely for a five-year period. The economic scale has increased significantly; in comparison with 2005, the GDP in 2010 has increased by 63.4% (in 2010 reaching 1742 USD/pax). The economic structure has been restructured towards advanced orientation, the GDP density of industrial , construction, and service sectors has increased from 87% in 2005 to 90% in 2010 (of which service sector has increased from 50.8% to 53%). The total investment capital of the entire society is estimated to reach 117 trillion VND which is 2.5 times of the 2001-2005 period, the domestic capital source accounts for 85%; FDI has increased rapidly. The collections of national budget at locality have increased highly and completed exceeding the scheduled plan.

Currently, HP has more than 20 shipbuilding companies (including seagoing vessels, river steamers..). In the locality of HP, there are more than 4,000 ships and boats operating in fishery sector. There are 525 vessels at seas, 196 fishing vessels participating in the maritime boundary agreement. Besides being the key fishing ground, HP still has thousands of ship visits from coastal provinces from Binh Dinh towards the north that usually come to anchor and fish in here.

Bach Long Vy is an island which is the farthest from mainland in Tonkin Bay with the main function and responsibility as a district-level administrative unit; the center of fishery processing , aquaculture and logistic service for coastal provinces in Tonkin Bay; developing tourism service, maritime, oil and gas , searching and rescuing; ensuring national defense and security and the other national interests at sea. Bach Long Vy has a population of over 330 people and the number of temporary fishers is 1,000-3,000 persons, with the perimeter of the island as of around 6.5km2 covering an area of over 2km2
